The House of Delegates is one of the two chambers of the Olbiil Era Kelulau, established under the Constitution of the Republic of Palau. Together with the Senate, the House forms the national legislative branch of government, with both chambers holding equal authority under Article IX of the Constitution.

The House of Delegates is composed of sixteen members, each representing one of Palau’s sixteen states and elected to serve four year terms. Since the First Olbiil Era Kelulau convened in 1981, the House has played a vital role in Palau’s democratic governance through the introduction, review, and enactment of legislation that serves the national interest and the well being of the people of Palau.

Today, the 12th Olbiil Era Kelulau (2025–2028) continues this legacy with a commitment to responsible leadership, sustainable development, and effective governance. Guided by a vision for a self reliant and resilient Palau, the House of Delegates works collaboratively to strengthen the nation’s economy, protect the environment, and promote the safety, prosperity, and quality of life of present and future generations.

Pursuant to Article IX, Sections 1 through 17 of the Constitution of the Republic of Palau, the Olbiil Era Kelulau is vested with the legislative powers and responsibilities of the Republic, affirming its authority and role as the National Congress of Palau.
