Reduce PGST to 5% and exempt PPUC, PNCC and BSCC from tax

To amend Title 37 and 40 of the Palau National Code to reduce PGST to 5% and exempt the Palau Public Utilities Corporation, the Palau National Communication Corporation, and the Belau Submarine Cable Corporation from PGST, GRT and BPT; repealing 15 PNC § 704; providing a delayed effective date; and for other related purposes.
